LEPCO would like to congratulate Territory Manager Michael Shafer for being awarded 2026 Unsung Hero by the Commonwealth of Virginia for his tireless work as a victim advocate and change-maker. Motivated by the murder of his father just months before Michael was born, he has transformed personal tragedy into an opportunity for growth, human connection, and a vehicle for change. Michael has made it his mission to share his experience with perpetrators of violent crimes to impress upon them the lasting and devastating impact such actions have as they ripple out beyond the direct subject of their crime. By doing so, Michael is empowering them to know the depths of their actions so that, if faced with the choice again, they choose differently.
Coordinators of the Virginia Department of Corrections' Victim Impact Program report that inmate participants who hear Michael's story as told by him when guest speaking tend to have a reduction in disciplinary infractions, show increased victim-centered empathy, and have a high rate of completion in the program. Often, inmates have claimed that hearing from a person who was 'born paying the price of crime' made them truly grasp for the first time, the collateral damage beyond the immediate victim.
In addition to guest speaking to Victim Impact Program participants, Michael also contributes to VADOC staff and volunteer development, participates in numerous conferences advocating for victims and raises funds for diverse charitable organizations related to gun violence and the children left behind in the wake of such violence.
We are extremely proud to have Michael in the LEPCO family and congratulate him on this well-deserved honor by the Commonwealth. He will probably never know the extent to which his efforts have given others the gift of life. Fortunately, the ripple works both ways.
